You seriously believe that teaching kids basic arithmetic "and how it compares to other things in your life that can give you a good perspective, peer pressure from your friends not to smoke, and parents, teachers, and coaches that you may look up to that set a good example?"

Yes I seriously believe that doing those things will curb smoking more than changing the legal age to smoke will. One changes behavior for the long term and the other delays someone legally smoking a couple of years.
