That's really dumb. If someone already has a gun pointed at you, you're obviously at a massive disadvantage having to pull a gun out. I mean imagine you're in a duel, the other guy already has his gun pointed at you, but you have to reach into your holster or whatever and pull yours out. Obviously you're going to lose.
