Your question is a bullshit one because there has been in support in Congress for 40 years from black legislatures. Your question is a bullshit one because Bill Clinton wouldn't have signed a crime bill that put more black people behind bars than any other President if the goal was what you claim.

And yes while the War on Poverty may be well intentioned its effects have been to create endless cycles of poverty.

It shortened that useless war. Not by as much as was desired. But public sentiment really started to shift after the Chicago police riots.
 
Like Iraq and Afghanistan, it was a useless foray into nation-building that started the US on its' decline, IMO.
