Apparently you didn't read UN resolutions that place enforcement of its resolutions on the member states. But then, you're a hyper partisan dunce stuck on ignorant and think that the member states can only act if there is 100% agreement by all member states; or that Russia, China and France have special status within the UN and without them, no actions can be conducted.

Annan also said the foillowing:

Mr Annan said the security council had warned Iraq in resolution 1441 there would be "consequences" if it did not comply with its demands. But he said it should have been up to the council to determine what those consequences were.

Sorry, but I just cannot find this language in any UN resolution.

But again, the claim that Iraq was not a UN action requires the willing suspension of intelligence, facts and common sense. Yay you!
