1. If it is known the dog has rabies they do not cut the dog's head off. That's stupid.
2. If it isn't known whether the dog has rabies the person is treated regardless, unless the dog is up to date on their rabies shots. The person may be treated until they can check, which doesn't always happen, especially with pets. Often the human will choose to go through a full treatment rather than kill the pet. It is not necessarily an instant death sentence for a dog, especially with responsible owners.

Also, if it is known that the dog is up to date neither is necessary. Most dog bites do not lead to this because most pets are treated for rabies.

Actually it is not as stupid as you think. Granted, a pet will be isolated and observed for 10+ days, but decapitation has been the standard method for determining rabies.
It is a disease that effects the central nervous system. It is usually not found blood, stool or urine. Testing the saliva is better, but still very unreliable.
So for any wild animals behaving strangely, or unvaccinated pets or strays, the answer is to euthanize and decapitate them.
