He hasn't been President for five years. Claiming that one needs to point to every leader in the past that has been spineless in order to call the current leader spineless; well, that's just incredibly stupid.

When humans are exposed to rabies they are treated, not put down like dogs.

Dogs are almost invariably pretreated for rabies. When people exhibit symptoms of rabies they are not treated, other than end of life treatment because they will die, in pain and hallucinating.
