But the ones making these children suffer are the irresponsible parents who had the children too young, had them out of wedlock and had them when they could not afford to have children.

We know Rush is an entertainer and I don't find him entertaining so I don't listen to him.
There is a segment if the population that follows him and thinks his entertainment is news and forget it is opinion.
One conservative policy is for communities to vote (at their local school level) whether they should adopt a "free lunch" policy at their school or not. If the community doesn't vote to adopt it, other options can be addressed to those concerned (see next paragraph). If they vote to adopt this policy, those against it can either move to another community, or opt out of the extra taxes needed to help pay for it. The community would then set the guidelines for the process, etc. By default, everyone in that community would be paying the local taxes that would pay for that school's "free" lunches. This is a policy that would only work if it stays localized...If there's a state or federal override, then it ruins the intention to keep a community responsible for each other and its own success or status.
Additionally, a conservative solution for hungry children is to invite them to be home-schooled by a willing parent in the community who is already home-schooling, and, out of the goodness of their heart, also provide them lunch, while encouraging the parent of the hungry child to find or get a job if they don't already have one. That way, the home-schooling, charitable parent is seen as the "giver", rather than a politician or government entity being viewed [falsely] as the "giver"...
That would be a better scenario, albeit an impractical one.If it's about fostering personal responsibility etc. then all the kids should rotate doing cafeteria work, not just the needy ones.
