I'll go ahead and give the answer. The "boost" in the program was temporary and has expired. This is like blaming your refrigerator because you didn't drink the milk before it expired.

Today, the Supplemental Nutrition Assistant Program expires and 45 million will have their food stamp benefits slashed. The slash also means less money for discount stores, dollar stores and gas stations that rely on low-income shoppers. Are you able to comprehend this?
