For the majority of it's history, the senate operated largely on majority rule, and filibusters were a relatively rarely used tactic. Things have gradually degraded over the past few decades to the point where everything bill is filibustered, and the effective threshold of passing legislation was increased to 60%. Abolishing the filibuster will bring the senate back closer to it's traditional manner of operating.

President Clinton was acquitted of perjury. No criminal charges were ever filed bit its akin to the way George Zimmerman was acquitted.

Exactly, and in that same way an acquittal is akin to being found not guilty! But a Congressional impeachment or trial is not the same thing as being charged with a crime. If the president is removed, then he could be charged with a crime. It is unconstitutional to charge a sitting president in criminal court, he must first be removed.

Well the rule change only applies to judicial nominees.

Yes and then acquitted of the charge of perjury. But these were not criminal charges, a sitting president cannot be charged in criminal court, he/she must first be removed.
