The purpose is so that 'we the people' are able to dissent from those we elect to govern. It is so the minority (as well as majority) have a right to be heard. The right to protest and speak out were enumerated so that each of us could stand up for what we believe in, voice our concerns/positions/opposition and still be protected from unjust repercussions from the government. It was designed that way to avoid turning the political elite into a ruling class. To protect David from Goliath (whether Goliath be government or corporation or individual)
