So who is going to pay the fine?

If that happens, I doubt it will, but if it did, we would certainty need a public option. We are on the path to a better health care system than we had, regardless of if the ACA works.
 
It's like, some shitty outfit publishes some ridiculously wrong piece that gets recirculated around the echo chamber and then some one outside the fever swamps decides to take a look and - lo and behold - it's bullshit.
