I'm pretty sure that the list of offenders, etc. goes from the parishes to the Vatican, not the other way around. How is the Vatican supposed to know what happens in the diocese of Podunk if that bishop doesn't pass on the info? Re: your other comments...

Somebody is turning them into the authorities, as the sites I posted show. You're the lawyer, does the Pope have jurisdiction to do what you say or is this the responsibility of the local diocese? Your comment "the church has no credibility" is the generalization I'm criticizing. There are at least a half-million Catholic priests in the world. The vast majority aren't pedophiles or pedophile enablers. You're using the broad brush on the vast majority of clergy and faithful. It's no different from what people do with the Muslim faithful v. the Muslim terrorists.
