Because the parents were IRRESPONSIBLE. There is no getting around that. It is no different than leaving a young child unattended in the bath tub only to return a minute later and find they have drowned.

so, seeing as a watchmaker is required to regulate a watch, and the government is required to regulate the militia, how do they DO that?

And of course, law abiding citizens can and do carry their deadly weapons around all the time without consequence. The question was... if you provide NO regulation to this well regulated militia of yours, anyone - felon, lunatic, five year old - can obtain any weapon their heart desires and never be called to become part of the well regulated militia that the constitution provided gun ownership FOR... AND.. in the case of lunatics and felons, they can, and in many cases DO harm innocent citizens with the weapons intended for membership in this well regulated militia that you have allowed them to be armed for, but for which they never had to be regulated in any way. Well regulated my ass.
