Could not happen now in California, democrats passed a bill making it illegal to carry any kind of weapon in public. If that happened today, the cops would have shot them all dead.
 
Those were the good ol' days when Saint Ronald of the Blessed Deficits and the NRA were so damned scared of armed black people that they whole-heartedly endorsed gun control. If I recall correctly, Saint Ronald was Governor of California at the time of the events in the OP.
