As Media Matters for America has documented, according to many of the government officials responsible for managing PEPFAR abroad, as well as the Institute of Medicine, the Government Accountability Office, and the Center for Public Integrity (CPI), the abstinence-until-marriage education requirement hindered PEPFAR's effectiveness in preventing the spread of AIDS. Congress removed the requirement when it reauthorized PEPFAR in 2008.

Because the PEPFAR program includes money for other initiatives, like fighting malaria and tuberculosis--actual epidemics in Africa--impoverished nations on the continent have a great incentive to cooperate with AIDS advocates bearing gifts.

Essentially you're just parroting the dreck brought forth by BAC. As the chronology of the posts shows, I already made my claim and provided fact based evidence to back it up....evidence that BAC (and most likely you) REFUSED to read, let alone acknowledge.

You ignore the fact that their very own inspectors were telling them there was no threat. Everyone ignored it, except a few small voices who were then called anti-American.
