It's called spec'ing the bid and it's de rigueur in government contracting. If you can't spec a bid you're not going to get a government contract.

Yes....thats was my personal opinion, it was a fix, it was rigged.....the conditions were changed (without Board approval) so as to include Feinstein's husbands
firm to qualify....otherwise, his firm would not even be considered in the bidding process....to me.....1 + 1 actually does = 2
Her being a Democrat or anti-gun and Haliburton are just strawman bullshit the pinhead apologists always throw into the discussion to muddy the waters....
a distraction and irrelevant to the know facts.....they can't debate the facts of the issue without the strawman tactics......
Another personal opinion.....the Senator has become an extremely wealthy women in her right during her political reign....
when it comes to money, I think shes as dirty as a pig sty.
The two idiots, steelplate and Homo don't seem to understand "thats what speculation means.....
Pinheads need to read slower....
the Tutor Perini group was deemed to be the least skilled of the bidders. That has prompted speculation that the team's bid may potentially have been eliminated from consideration if the evaluation process remained unchanged, and given rise to concerns about rigging the analysis in favor of Tutor Perini.
You ignore the pertinent point of ' the fix' that took place to even have Blums company considered....it was rigged to make his company eligible...
If the conditions of the contract (without formal action by the board.) was NOT altered, his company wouldn't have been considered at all.....
Gee thanks.....yeah it was spec'ed...and then re-spec'ed to include Blum's firm for consideration as the least skilled of the bidders who would otherwise not be considered.
Is the picture getting any clearer for you ?

Darla, were you this non-chalant about all the halliburton contracts? It doesn't need to be made clearer, I knew what happened at a glance.
Let me clear things up for you. You appear to be one of those simple people who happy asses around believing that government contracts go out to bid in some sort of fair process. You probably even buy the whole "small business" set asides. In other words, a retard.
All companies that get government contracts learn how to spec bids and they all do it, and if you don't know how to do that you don't get contracts. I'm sure there is an exception here or there, some moron who stumbles onto one, but for the most part that's how it is. It's who you know. You get to know the buyer, you spec the bid.
You should ask Dick Cheney he knows a thing or three about this. But you're a hack and don't care. The only outrage you ever feel is partisan outrage. Anyone who takes you seriously is a dupe.

you're making a hell of an assumption about my 'outrage', especially considering that i've not ranted OR supported this particular issue. I simply asked you a question about your position...which seems to have gotten you rather unsettled and defensive. Should I also assume that you were indeed outraged at the halliburton contracts issue? The question is was Bravo this upset about them, or upset at all?
But that's a question you won't ask because like Bravo, you're also a hack. You're just a hack who actually believes he's non partisan.
Anyone who plays the outrage puppet for either of you? Dupe.

I'm not Darla...but I'm not non-chalant about any of it.
But excuse me if I remain skeptical if a known partisan passes off something as fact when there's only speculation at this point. If something comes of it, then I'll form an opinion...Furthermore, Feinstein is a US Senator...while I'm sure that the title carries weight with her home state, it's yet to be determined how much influence she had on a decision made at the state level.
Much like Weiner-gate...I'll reserve judgment until the facts(if any in this case) come out. With the Congressman, I was adamant that if the allegation were true, that he should resign. And I feel the same way about this, Haliburton, and any other cronyism that puts connections before the people.
Are there any outrage puppets on the left who want to dance at the command of a couple of hacks?
Now's your chance!
Step on up and win your "reasonable guy" cred! You'll get a pat on the ass from Bravo and if that don't kill you, the next time you post something about a Republican his response will!
Come on, hurry up before some other lefty fool beats you to it! Being first counts!
was it a no-bid contract, or was it a competitive bid?
These allegations against Feinstein and her husband, Richard Blum, have been going on for years. He's the Chairman of one of the, if not the, biggest real estate development firms in the world, and a capitalist in the vein of one Mitt Romney.
Of course, if this was Mitt nobody would be saying a word.
The guy had billions before he married Feinstein, and after all the unfounded charges over the past twenty years, I'll just say "Congrats"!
Oh bullshit...if it were a 2nd Amendment Republican doing the same thing, you wouldn't have ever posted it...hell, you probably wouldn't even know about it because right wing media would sweep it under the rug like MSNBC has done with the abortion doctor in Philly.
And you MAY be right.
But believe me Haliburton and the Marcellus Shale industry is no Strawman. Corbett's been turning a Blind eye towards it ever since he took office. The sooner that fuck gets gone the better. I don't give a shit if they run Corky from "life goes on" against him....the Downs Syndrome kid gets my vote.
