I've nailed it down to two possibilities. Either it's immigrants from countries that have different rules or people who like to get in the left lane and have a lot of empty road ahead of them. Frequently I use the right hand lane while the center and left are going slow. There was a time when people used to get ticketed for driving slow in the left lane but I think they stopped that.
