Welch is correct to say something is fishy. He is incorrect to state that it was due to manipulation for certain. The other possibility is that this number was an anomaly, which can happen in a survey oriented number like this. Given that it is one month before the election and no economist (even the most optimistic) thought the rate would go below 8%, it is easy to see why he would jump to the conclusion it was manipulation.
