It's part of a British radio sit-com, called the Navy Lark, where the characters are part of the crew of the fictional ship the HMS Troutbridge. It ran from 1959 to 1977
It has to do with one of the characters repeating the phrase of "Left hand down a bit" and it was supposed to mean impending doom for whichever port they were docking in, or whatever vessel was nearby.

As you can tell; NoIQ is living around 35 years, in the past.
