it's not really a race card situation. Race card is used to deflect (some real or imagined issue), not as a slogan for endorsement.

I'd say this qualifies as pandering using a play on the ages old meme of "once you go black".

I think it's clever and not really racist. It's a tounge-and-cheek message.
