The problem is abstinence is taught the same way most other things are taught when sex isn't like most other things. It's easy to just say "no" to drugs or just say "no" to shoplifting or other behavior disapproved of by society. The human body does not secrete a glue on finger tips which enable us to easily shop lift. We don't contract an illness or suffer a deficiency due to a lack of methamphetamines. Our bodies do, however, constantly remind us to have sex. Body parts physically change.

Teens do not walk by a drug store and all of a sudden their thoughts turn to illegal drugs or walk past Sears and their fingers start to twitch but teens have a different reaction walking past a lingerie store but society will spend a ton of money warning about drugs while prohibiting TV ads dealing with contraception duting "family hours". The 6 o'clock news will run drug warnings but where are the condom ads?

Until society matures the problem will not go away.
