My bad I did not ask the question appropriately. What would you recommend regarding U.S. immigration policy?

I'm confused.....he was talking about the high unemployment among young blacks in his district and saying they should be offered jobs and driven to where they could work instead of issuing work visas for immigrants to come in and do the job.......why is that racist?......

Start off with passing the Dream Act.

Have anyone in the country illegally and is not a felon but with proof of employment apply for a work visa; with an application fee of 10-20% of annual income. Encompass the law to include immediate family, including elderly parents. Issue Social Security Card and require filing income taxes for five years following with 10-20% of refund being paid towards a fine for having been in country illegally. These funds could be used for instance, providing education (including language) and training to participants.

Employers must verify income and if applicable, follow federal minimum wage and housing guidelines. Employers must also be fined 10-20% of yearly net profit when found to be hiring and employing illegal aliens.

After five years, the participant and his family may apply for citizenship.

how about deleting all the provisions of the Dream Act which provided federal funds for illegals........

as to the rest, issue a work visa to anyone who can show they have a job available to them.....(employers must sign commitment to be responsible for the following)

require employers to guarantee sufficient wages (minimum of $1 more than applicable minimum wage) on full time basis so that the employee will not require public assistance, also require employers to pay health care so that public assistance will not be required....

require employers seeking work visas for immigrants to pay a surcharge of $1 per hour times 40 hours for each week the employee works, to finance the cost of the work visa system....

employees working under work visas will not earn benefits under Social Security or Medicare but will not be required to pay payroll deductions.....employers WILL be required to pay the employer share of payroll taxes which will accrue to the fund as a whole.....

employees will not be eligible for EIC or any refundable tax credits......

employees required to update residence and place of employment information on a monthly basis, failure to do so to result in termination of work visa and deportation.....
