I simply pointed out that lawyers would know what a certification in lieu of record is, as they are regularly used in courts...
Here is a copy of one for the appellate court of Illinois, just a quick search and first link type of thing:

It is a document that allows them to certify a record that they cannot by law provide. In this case it is a certified birth certificate.
Now a certification in lieu is a regular term you can find regularly applied in courts... This is why I have an extremely hard time believing that you simply don't know it and are pretending ignorance because you think others will be ignorant and will believe you.
Anyway, here is the copy of that certification. (BTW - It is the Hawaii law that calls it a 'certification in lieu of certified copy' that is direct wording from their law that they copied and pasted from the portion that says that they will provide such to other state government entities in the course of their duties).

You will note that the Hawaiian official certifies that the uncertified copy he sent attached with his request matches the original record on file... Which was what was requested.
