The War Powers Act of 1973 says the president can commit to a war on his own decision. He has to notify Congress within 48 hours. Then Congress can watch for 60 days. What happens after 60 days? Congress declares war and goes along.

The USA was not attacked. No US soldier was attacked or killed. Saudi is not an ally nor are they a member of NATO.
