Note the second starts with " A well-regulated Militia being necessary for to the security of a free state. If that is threatened, then we will need guns. The 2nd half is subordinate. Without that, we do not need guns. We have a huge standing army and the people are not protecting the state, but threatening it.
A well-regulated militia is no longer needed and the 2nd part does not apply.
