We are, obviously, spending the money to produce the military power necessary to stay ahead of Russia and the PRC. Russia is merely deploying it's military in an aggressive manner. China is developing carriers, building those fake islands, etc. But, neither is going to spend money on a scale of the 1980s USSR. No, it's definitely a commercial war, with regard to China, and another proxy struggle with regard to Russia.

Definitely. For example, we have the means to pressure other countries to join us in sanctioning China. Everyone, including Russia, also has a motive to go along with us.
