Not the case. Aside from that, peace time complacency in Hawaii had as much to do with it as anything. There were something like 20 to 30 signs of an impending or immediate attack that could or should have alerted the US military in Hawaii and put the bases there on full alert, but they all fell through the cracks.

I am correct. The Pearl Harbor attack was a last minute add on by Yamamoto. The Japanese opening move plan for a Pacific War didn't include it until September 1941. The first proposal for such an attack was made by him in January of that year. There were lots of debates about this attack and most of the higher IJN staff were against it. The official decision for the strike came in November 1941, just a month before the actual attack occurred.

The ONLY reason it was even included was that in May 1940, FDR ordered the battleline to Pearl Harbor against the advice of Navy admirals. So, the battle fleet had been operating from Pearl Harbor, and it was only with increased cost and difficulty that was going on as the battleships had no permanent berths there meaning they had to keep steam up 24/7 adding to operational costs.

FDR thought that move was a political deterrent while the admirals though it was meaningless in the structure of war plan orange.

It was also FDR's mistake to keep MacArthur on in the Philippines and then in command of the SWPA, another political decision.

FDR made mistakes before and during WW 2. He wasn't some paragon of intellect that did everything just right, but he also didn't knowingly sacrifice the US Pacific Fleet.
