Her mandate was much narrower: to focus on examining and improving the underlying conditions in the Northern Triangle of Central America—El Salvador, Guatemala, and Honduras—which has been racked by decades of poverty, war, chronic violence, and political instability. The strategy relied on allocating billions for economic programs and stimulating private-sector investment in the region in hopes that these programs would ultimately lead fewer migrants to make the dangerous journey north.

The so-called "root causes strategy" focused on improving economic and security conditions by creating jobs, combating corruption, improving human and labor rights, and reducing violence. Okay, she was to focus on "root causes." How'd she do?

In Guatemala, they told her "Gringo go home!" In El Salvador, the country's president lectured her rather than listened to her. Her strategy and outcomes were a complete failure. She accomplished nothing there.

It seems her assignment was to go to Central America and calm the locals and talk the politicians into stopping the flow of illegals using repression or something. All they did when she got there was lecture her about how stupid she is while holding political protests telling her "Gringo go home!"
