This monster deserves life in prison but we all know nothing will be done to him. India will pay the judge a bribe and the judge will call this a "cultural misunderstanding" and let him go. He might do a year but that's it.
Do a 100% investigation into all truck drivers, making every single CDL in the Nation PROVE immigration status or citizenship status. Imprison all Illegals, and seize all their assets and fine the companies which hired them $1M per instance.

He only answered 2 of 12 verbal questions correctly and could only accurately identify 1 of 4 highway traffic signs.
The driver had a Commercial Driver's License in both Washington and California.
