NO, it's purpose was to insure those who couldn't get insurance.

The GOP refused to do ANYTHING to support the ACA because they can't STAND IT that it was the DEMOCRATS who made sure the uninsured got health insurance.

They 'got' insurance because in Obama world, its the law, not because they had a choice.....
you either buy insurance or pay a fine.....thats not a choice....
