Government waste and efficiency... what do you care about?

Do you care more about the 'percent of your taxpayers money wasted' or the 'percent of the budget'?

Just discussing this with @T. A. Gardner as we try and determine what is ACTUALLY important when it comes to government waste.

Terry argues what citizen care about is 'percent of budget' wasted and not 'percent of the total dollars' taxpayer pay in to the government'.

So for example:

- Citizens in the US pay in about $5T total taxes each year to the federal govt
- Terry is arguing if you have a small govt agency that has a $10M budget and 30% waste or $3M that is WORSE than the Department of Defense wasting 15% of its $1 trillion budget or $150 B dollars.

Terry says 30% is worse than 15% ($10M worse than $150B) and he does not care about the total dollars or size of budget.

I say what you care about is the 'percent of your tax payer money' that is wasted. That means if in total taxpayers paid in $5T they will care much more about the waste of $150b.

Here's the valid example of this:

If you have a mayor, say of Dalton Illinois, who is spending millions to enrich herself and nonsense, even to do things to buy votes--clearly waste bordering on fraud and this makes up say 40% of the town's budget...

Or you have Congress or a President that is spending billions on pet projects and nonsense, even to do things like buy votes--clearly waste and possibly fraud and this makes up 2% of the budget...

Which would you, living in Dalton where you are paying for both see as worse and more in need of immediate change?
