Actually it's FIFA (rather than the Football Association) who have regulations concerning what appears on international football shirts.

I'm still not sure why we need to have a poppy on an England football strip anyway. They seem to have managed without them for most of the last Century.

Not really. Poppies still aren't on the shirts.

More of a compromise.

Still, it served the FA's purpose of diverting attention from the racist allegations surrounding England's captain and gave the government some brief respite from the Home Secretary's latest immigration scandal.
