It's no conspiracy theory. The economy did crash on Bush's watch, in Oct 2008. Obama didn't take office until Jan 2009.

It crashed when Bush rejected supply side economics, and has gotten worse under Keynesian economics.

It didn't, when the debt/GDP ratio was in a historical low and the spending was to re-build the military. Now the debt/GDP is in a historical high and the spending is to prop-up state government coffers and to enlarge the federal bureaucracy.
