In accordance with Article II, the State legislatures choose the member of the electoral college. Congress has the authority to set the date this takes place.
In accordance with Article I, Congress may make or alter election regulations for Representatives and Senators. The States may fill in the rest of the procedure.
Therefore, this places the States with a choice. Either hold elections for their own officers and for the advisory vote on who to choose for the electoral college in a completely different way, or to be uniform in the procedure across all officers and including the advisory vote for the electoral college.
At this point the 14th amendment comes into play. Section 1 demands equal protection of the laws. That includes laws of Congress and also applies to the States.
What this means is that the States will have great difficulty in having nonuniform election law (one for federal Representatives and Senators, and another for other federal or State officers, including the advisory vote for members of the Electoral College. This awkwardness can be easily challenged as unconstitutional via the 14th amendment.
Therefore, if Congress makes or alters the requirements for Senators and Representative elections, and already has authority to regulate the date of choosing the Electoral College members, it is simply easier for the States to unify election law to conform with the requirements set by federal law for Representatives and Senators, IAW the Constitution of the United States, as amended.
Trump is the President of the United States, and has the authority to issue an executive order to declare his intention to encourage Congress to act, and this carries weight because of the President's veto power and because the President is charged with enforcing the law.
Further, the census is to take place WITHIN every ten years. If Congress passes a law to conduct a census to determine representation, the census bureau MUST comply. It has no choice, and no amount of whining and crying will change anything. Again, the President's authority as leader of the majority party in both the House and the Senate, and because of his veto authority, means this executive order also carries quite a bit of weight in Congress.
Democrat election fraud has been going on for decades. Using the Covid Hoax, Democrats BROKE THE LAW by passing ex-post-facto election law changes DURING the election cycle of 2020. They further BROKE THE LAW by passing unconstitutional changes to election law and even usurping the authority of Congress to do it. Using the Covid Hoax as an excuse, they created conditions conducive to all manner of cheating and did so, as evidence by affidavit, mathematical improbability, counting after hours with no observers present, the use of 'mules' and unsecured election drop boxes, the use off names of dead people and those that moved out of the State, the use of paid illegal aliens to vote in their name, and problematic voting machines with known poor security in their software.
