1. There is a first time for everything
2. Donald Trump didn't have the tariffs thing going previously.
3. Back before the advent of the income tax, tariffs were the source of revenue. There really were not many chances to do so in the past while there were not tariffs to bring in the revenue.
4. Donald Trump explained his goal with the tariffs, and he is getting to it, right before your eyes.

I don't think Donald Trump will get all income tax eliminated within the timeframe outlined by gfm7175, such that the IRS could be eliminated, but he can surely eliminate it for people whose annual income is under $200K, as gfm7175 outlined and within the timeframe specified.
