Credit goes to Congress. Bill just signed the bill. That was, of course, before Congress turned into an extremist goat fuck. Part of the "balanced budget" was that taxes were still at Reagan levels and cutting the military budget due to the end of the Cold War.

Agreed GW fucked the nation not to mention ruining the lives of thousands of Americans in trading blood for oil...which never materialized. What a waste.

C'mon Dutch, don't be stubborn. Presidents are not just figure heads....they can and have pushed through personal agendas in Congress....the best recent example was LBJ. Yes, they work within the group think of their political party, but then they also have original ideas that they can or cannot push without full party approval.
