Yes, it's definitely possible. It's also the best strategic move. 2000, 2008 and 2016 are examples of free-for-all elections. This is what the Democrats are facing in 2024.
Incumbents have the advantage of the office and a proven capability (this is given Harris can do the job). Running as an incumbent increases the odds of reelection as noted by the rarity of one-term Presidents. If Biden resigns after January 2023, that allows Harris to run both as an incumbent and prove that she can do the job.
A bit young, but if Harris runs for 2 terms, Mayor Pete will be experienced and old enough to run after her.

I simply do not believe Biden is incapacitated mentally, I think, as of today, it looks like he will be very capable to do the job for 7 more years. People who are used to the Drama of Trump underestimate him, because he is not out bragging about himself daily and he has what I call quiet determination. (Something I highly respect in a leader.)
