That story doesn't set off your bullshit detector? Those refineries even had U.S. made Hawk surface-to-air missiles to defend them.

The war power act gives the president the power to go to war on his own for 90 days. Then he has to go to congress for funding and a declaration of war. However, after 90 days, you can be sure that Congress will go along. You can't vote to not support the boys in battle.
