As with so many questions, the answer to the title-question is 'money'. In the long run, of course, it is suicidal to antagonise every decent person in the Middle East by supporting murderous dictators, but those who live for money don't have that sort of eye.

Plenty of American wars are undeclared. Trump said he is "locked and loaded", what does that mean to you?
