But I apply such QUANTIFIABLE criteria as how many of us he's killed off, and whether in so doing, anything beneficial was accomplished.
The bitter irony here is:
the numero uno on the FBI Ten Most Wanted list was UBL, the evil overlord of the attacks of 09/11/01.
BUT !!
In the 8 years of the Bush (younger) administration, President Bush (younger) killed more innocent U.S. citizens than UBL did.
But UBL, the guy that killed fewer, he gets a watery grave.
President Bush (younger) gets a generous pension; and Secret Service protection for life.

President Obama has been parsimonious with the blood of our countrymen.
I'm very glad that Obama put his foot down on it, and insisted:
- Yes. we NEED boots on the ground to battle ISIL *. BUT !! They don't have to be on U.S. troops. When ISIL becomes enough of an issue for regional powers to put THEIR boots on the ground, the U.S. will be there to support them.
As an honorably discharged United States military Vietnam Era veteran I can't tell you how grateful to President Obama I am for that; and his similar discretion in other U.S. military matters.

you're welcome to post your criteria which deems Obama 2nd worst in history. I'm sure we'll be amused.
* ISIL's high-ranking military commanders are mainly the former Saddam / Iraq military commanders the Bush (younger) administration fired; unleashing them on the world.
