Yes and no. The GOP is in an odd situation. By being ultraconservative they have placed themselves outside the mainstream to the point that they aren't competitive in national elections. The problem is most elections are not national. With nearly 40% of the Republican base being ultraconservative and with how representation is currently apportioned I see the current political paradigm of Dems controlling the WH and Senate and consolidating control of the Judiciary till at least 2020.
With that being the case Ryan is feeding partisan red meat to the conservative base and I seriously doubt that conservatives are going to regret in the least bit voting for his budget as it will help most conservatives in primary challenges.
