The City of Seattle just did that for a program where the city councilmen each had a sum of (city) $ to give to a charity. One had been giving to a Christian-run food bank for several yrs. Someone reported it to the media and it had to be stopped on the grounds of separation of church and state.
I dont like it and think that's a bit extreme, however I do support it because I believe in the overall principle of that separation.
