Why did Biden take his son with him to Ireland?

Bagman is nothing but a cashiered, disgraced ex- naval officer, drug addict, and serial felon. He brings nothing to the table politically for the US or Biden. So, why did he get to tag along to Ireland. I can understand Joke's wife going. If he had kids that were minors, I could see that too. If his adult kid(s) were competent at something I might go along with that as well.

But here you have the worthless Bagman tagging along for WTF reason? A family vacation on the taxpayer's dime hardly seems just or right to me.
