Why are liberals up in arms over Arpaio and not Manning?

Granted there are republicans against Trump's decision as well, but why was there no liberal outrage over Obama commuting Manning's sentence?

I'm not personally up in arms about it, but one of my favorite parts of Obama's original platform was leniency for whistle blowers. Eventually that part was removed from his website and he could have done more during his presidency to uphold that (just one of my criticisms about Obama) but Manning was an example of him holding true to it.

Arpaio on the other hand is a giant prick, and one need look no further than all the articles written about him to see that.

On top of all that, during a time where it could be argued that Trump would benefit from distancing himself from anything resembling racism, he pardons a guy who got in trouble for defying a court order to not racially profile people. It's not a good look.
