Different members of Congress spent money in different ways.

John Edwards is a good example. He was indicted and arrested for the exact same thing that trump is going to be indicted and arrested for. Edwards went through a trial, where he was able to prove that he repaid the campaign the money. That got him a not guilty on one count, and a hung jury on the rest. The Justice Department decided not to retry Edwards.

Does anyone think trump paid back the campaign? trump steals money, even when he does not have to. I am willing to bet he does not have Edwards' defense.

Clinton was smart, and did not touch campaign funds. He mostly used homeowners and other insurances.

Waters is a Congressional candidate, so no federal matching funds. Even you admit she fully filed it, so no money laundering. Meanwhile, trump laundered taxpayer money to secretly make a payoff.
