We need a new civil rights act to dispense with the recent rash of police murders of ethnic minorities, as well as the replacement for lynching, non-self-defense laws and concealed carry. As well as abolishing gerrymandering, and explicitly enforcing the 14th amendments prohibition on anti-democratic practices such as the electoral college which violate the principal of equal protection.
