During his time in office Border Security was a top priority for President Trump. Apart from promising to build the Wall at the Southern Border and getting most of it completed, he also implemented two major policies to reduce the huge numbers of undocumented, illegal alienS at the Souther Border seeking asylum. When these illegals were apprehended by Border Patrol Officers and "processed" they were given details of the time and date they must attend a particular Immigration Court to have a Judge hear and then deliver a ruling on their cases. Then they where free to go; free to go anywhere into the interior of America they wished. They vast majority - between 80% and 90% - had no intention whatsoever of showing up for their court hearing (which could be up to two or three years away due to the massive backlog of asylum cases still waiting to be heard. So these illegals were briefly "caught" and proceed by Border Patrol Officers then let free to go wherever they desired in America. Hence the policy is called "Catch and Release" - which was an Obama-era immigration policy The overwhelming majority of illegal migrants simply disappeared into the gigantic maze that is America, never to be seen again. They were not monitor by any effective system - a small number had electronic ankle bracelets attached, but these would have been very easy to remove using basic tools, and no doubt were. Other monitoring systems were even more ineffective than this, they were administrative and relied, for example on released illegal migrants making regular contact by telephone with ICE office staff which they simply did not do.
Due to the tremendous pressure of numbers of illegals at the Souther Border, and the need to get immigrants processed reasonably expediently, I cannot see how any of these illegal aliens could have been properly vetted by the Border Patrol for criminal history; also coming from lawless, corrupt 3rd world states there were no doubt many asylum seeker who were, in fact, dangerous criminals but had no official police record; lastly, very sizeable number of illegal migrants at Border Crossing zones managed to slip past the electronic surveilence devices at Border used to detect persons seeking to bypass apprehension by Border Patrol authorities.
In short "Catch and Release " was a failed immigration policy that allowed large numbers of illegal aliens into America with little prospect of ever re-apprehending them. It also allowed untold criminal illegals: drug traffickers (fentanyl; sexual offenders; (rapists, sex traffickers, sexual deviants, etc) violent gang members from organisations like MS-13, murders, thieves, fraudsters; extortionists, antisocial menaces, and so on, into communities throughout America. To give you some idea , altogether,the number of illegal aliens officially estimated to be living in America today is about 30 million.
