UN Envoy: 2017 must be year of decisions for Libya

he U.N. envoy to Libya says Libyans must make 2017 the "year of decisions and political breakthrough."

Martin Kobler told the Security Council on Wednesday that those decisions should involve forming a strong army and police force, determining the best way to use oil and gas revenues, and amending the political deal that put a Western-backed government back in Tripoli.

Kobler said that Islamic State no longer controlled any Libyan territory but was still a threat, and that the country was still at risk for terrorism.

"The country's borders remain porous," he said. "Terrorists, human and weapons traffickers, and criminal gangs continue to exploit the security vacuum."

Libya has been in political turmoil since longtime dictator Moammar Gadhafi was overthrown and killed in 2011.

The U.N.-backed government of Prime Minister Fayez al-Sarraj is in power in Tripoli and is struggling to assert its authority, while a rival administration led by General Khalifa Haftar is in charge in the eastern city of Tobruk and is vying for power.

Haftar refuses to recognize the Tripoli government.

Why do care so much about Libya anyway? It will sort itself out, I'm sure in time.

well lets see..how many years have you been saying Libya is on a road to recovery? I remember back in 2013 or so you mentioned a friend of yours going there on business..something about telegraph lines or such..

"sorting itself out how?" and this particular piece was about Martin Kobler -the same UN dude who shoved the GNA down Libya's throat. If they truly want libya to sort itself out -QUIT MEDDLING..

I swear you have more global contacts than James Bond. How was his impression of things when he got back?
He said that it was ok by day but he didn't want to venture out much at night. He had bodyguards with him and the other guys. He was mainly in Tripoli, examining the datacomms infrastructure which was ok mostly but needed updating. Haven't spoken to him much lately, he is a bit of a gadfly.

Tripoli, 8 February 2017:

This afternoon clashes erupted in Abu Sleem and Salahedeen districts in Tripoli between the Abu Sleem Central Security Force belonging to Abdul Ghani Al-Kikli (a.k.a. Ghneiwa) and gunmen loyal to Salah Al-Burki, most of them from Misrata. Reports tonight indicate tanks and heavy mortar are being used. There was shooting in Ain Zara and Tajoura.

Residents in Abu Sleem are staying at home and the streets are empty.

“The shooting hasn’t stopped since the early afternoon. We don’t dare go out to see what’s happening,” a local resident told the Libya Herald.

Both the Ghneiwa and Burki militias have fought each other in the past. The former are linked to the Presidency Council. Those of Birki support Khalifa Ghwell, the former “prime minister” of the so-called national salvation government.

Eyewitnesses report the increasing spread of checkpoints the Rixos area. As part of a military building in the area, the Misratan Marsa brigade announced today the arrival of 300 armoured vehicles to Tripoli, belonging to LNG

Meanwhile, Ghwell chaired a meeting this morning at the General Electricity Company of Libya (GECOL) to follow up on the general power cuts that have crippled Libya in the past month. It was reported foreign representatives attended.

Oil production might be up -but how to share revenues is the continual problem
There is no solution in sight for the political problem- in fact with the collapse of the GNA to only Tripoli
it's probably worse then a year ago
 
Tripoli, 9 February 2017:

A number of armed factions in the west of Libya, but mainly from Misrata, today announced the formation of the Libyan National Guards (LNG), a group that is backing Khalifa Ghwell former prime minister of Libya Dawn’s National Salvation Government.

It was reported that dozens of Misratan vehicles entered Tripoli overnight. Today LNG forces paraded through the main streets of Tripoli, including Martyrs’ Square. Similar LNG demonstrations seen in Zawia and Gharyan.

LNG commander, Colonel Mahmud Al-Zaghel, said ridding Libya of the so-called Islamic State was their main objective.

This is the job that Presidency Council has given to the new Presidential Guard. Three days ago the EU welcomed the deployment of the first units of the Guard as a major step to protect the institutions created by the Libyan Political Agreement and diplomatic missions in Tripoli.

LNG is said to be under the authority of the rump of the General National Congress and as such, does not recognise the UN-backed Government of National Accord.
