According to a government official familiar with the report, it was something much more unusual. Schools on spring break in New York threw the entire reading off kilter.

In some states, education workers -- such as cafeteria workers, bus drivers and other contracted employees -- are able to file for unemployment benefits when school is out of session.

The government usually tries to account for this temporary distortion, by seasonally adjusting the numbers. But this time around, claims related to New York spring break were not factored into that adjustment, the government official said.

They get to do that because they are likely to be living paycheck to paycheck. These employees, unlike teachers, do not get paid throughout the year so the week off is unpaid, and can be detrimental to household bills.

Of course, people in such a position should prepare for that, but that is the basic thinking.

More than likely it's an exploit they found. Educational staff typically claim UE benefits during the months off in summer.

Most places they cannot. Their wages are pro-rated and paid monthly, even during times they are off, UE benefits are not available to those getting paid like that. However bus drivers and cafeteria workers do not get the same deal, on weeks they aren't working they aren't paid.

Yeah, the average salary for a pro football player is $700,000 and the average salary for a bus driver is $32,000. I wonder which one lives from pay check to pay check? I wonder which needs that week of unemployment? If the school district doesn't pay them for that time, why shouldn't they collect unemployment?

If you have car insurance, do you file a claim when you wreck the car? Isn't that what unemployment INSURANCE is all about?

How can one prepare when they are living from pay check to pay check, and isn't that what unemployment insurance is for and why they contribute to it in their pay checks? Isn't that why we have unemployment insurance?

Yeah, real funny, just be glad you don't live from pay check to check like most bus drivers and cafeteria workers have to. I hope that SF is never in a position to have to do so, either.

Sadly many pro football players live check to check because they have no clue how to manage their money. It's a big reason the owners feel players will eventually give in the longer negotiations go on. It's also a reason many ex pro football players lose all their money within five years of retirement.

I made my comment thinking these people were on salary year round. If you are a part-time employee and aren't getting paid then yeah I guess the system is set up for them to receive benefits.
