The 9th Circuit is screwing around with it- clearly acting outside their constitutional jurisdiction, so in the meantime jihadists are steppin' up their travel plans to get in before that whole effort gets squashed.
Since the whole thing is temporary 'until an extreme vetting process can be implemented', why wait? Hire Israelis that check passengers boarding planes to do it, and train our guys to use the same methods. That can be done in a few days, perhaps hours.
Once that is squared away, impeach the judges who delayed the whole thing.
